This week, the House of Representatives passed legislation I cosponsored to help fight sex trafficking. The bill, called the Allow States and Victims to Fight Online Sex Trafficking Act, helps bring sex traffickers to justice by closing a loophole that prevents law enforcement and survivors of sex trafficking from pursing legal action against websites that facilitate or promote trafficking.

Sex trafficking afflicts communities in every state, including here in Arizona. According to the National Human Trafficking Hotline, there have been over 36,000 cases of human trafficking in the United States since 2007. Nearly 70 percent of these cases involved sexual exploitation. Prostitution has migrated to online markets where victims, many of them children, are exploited across the world.

Under current law, web platforms are not responsible for content uploaded by their users, even if the content promotes the sexual exploitation of children. The Fight Online Sex Trafficking Act clarifies that online platforms promoting sex trafficking or prostitution may be civilly or criminally liable under state or federal sex trafficking or prostitution laws.

We have a moral obligation to protect victims of sex trafficking and to shut loopholes used by traffickers. Congress must work together to enact laws to combat this epidemic and bring to justice those who are guilty of these heinous crimes.
