Healthcare Update:

Dear Friend,

Early Friday morning, Senator John McCain cast a courageous vote to protect Arizona families from massive premium increases or loss of coverage. Like Senator McCain, I believe it is long past time for representatives in Washington to put aside partisan politics and to come together around solutions that control cost, increase access, and ensure coverage for hardworking Arizonans.

Medicaid expansion in our state is working. 425,000 Arizonans now have coverage and the financial status of hospitals in both rural and urban Arizona are more secure. These providers can now focus on controlling cost and improving the quality of care available to Arizonans.

The individual market is a mess and needs serious reform. Right now, most counties in Arizona only have one insurance provider on the exchange and premiums have increased substantially. While most Arizonans on the individual market are shielded from the increases, coverage is unaffordable for far too many. There are bipartisan steps we can take immediately to protect Arizona families. First, the cost sharing reduction payments must be guaranteed. This stabilizes the market and prevents rate increases. Second, we should repeal the health insurance tax, which increases the cost of insurance in the individual and group markets and for Medicare beneficiaries. I introduced legislation to repeal this onerous tax. Third, we should establish a high-risk reinsurance pool and support states through innovation waivers to help balance the risk in the overall individual market and lower premiums for everyone. Reinsurance in the first three years of the Affordable Care Act kept rate 10 percent lower.

It is long past time for Congress to pass bipartisan legislation that lasts the test of time and meets the needs of Arizona families. I will continue to work with both Republicans and Democrats to advance workable solutions that control the costs and improve the quality of healthcare.
